If your decoration bigger than the pad (The part with 2 hole) you can use a pad to make this part bigger so your decoration will stay strong. First hot glue or sew shoe clips to felt or leather pad. Then start to decorate the shoe clips. The part with 2 raised part will go in the shoe and will grab it.
